This role supports our Corporate Office in Lexington Park, MD.
Job Description and Responsibilities:
The Director of Contracts & Procurement is responsible for the administration and compliance of all government contracts, subcontracts, purchasing, and procurement activities across the Department of War (DoW) and other FEDCIV agencies. This role ensures compliance with applicable federal regulations, including the FAR, DFARS, agency supplements, and company policies while supporting operational objectives and customer requirements. The Director serves as a key advisor to executive leadership on contractual risk, procurement governance, and regulatory compliance.
Contracts Management
- Lead the full life-cycle administration (cradle to grave) of federal government prime contracts, subcontracts, task orders, and purchase orders.
- Review, negotiate, and execute contracts, modifications, teaming agreements, NDAs, and subcontract agreements.
- Provide guidance on contract interpretation, terms and conditions, risk mitigation, and compliance requirements.
- Ensure adherence to FAR, DFARS, ITAR, and other applicable regulations.
- Maintain contract records and reporting requirements with configuration management and change control.
- Support proposal development efforts by reviewing solicitations, contract requirements, and compliance considerations, as they apply to future contract execution.
- Coordinate with program managers and leadership to address contractual issues and customer requests.
Procurement & Supply Chain Management
- Develop and implement procurement strategies that support operational and program requirements.
- Oversee purchasing activities, supplier selection, subcontractor management, and vendor relationships.
- Ensure procurement practices comply with FAR and company purchasing policies.
- Lead price analyses, cost analyses, and supplier negotiations to achieve best value.
- Establish and maintain approved vendor and subcontractor programs.
- Monitor supplier performance and implement corrective actions when necessary.
- Manage procurement budgets and purchasing metrics.
Compliance & Risk Management
- Work in coordination with applicable POCs to maintain and improve the company’s purchasing system and internal controls
- Support DCAA, DCMA, CPSR, and other government audits and reviews.
- Ensure compliance with small business subcontracting requirements and socioeconomic programs.
- Develop and deliver training on contracts and procurement compliance.
- Identify and mitigate contractual and procurement risks.
- Monitor regulatory changes affecting government contracting operations.
Leadership
- Lead and develop Contracts and Procurement personnel.
- Establish departmental goals, KPIs, and performance metrics.
- Collaborate and provide advisory support with Business Development, Finance, HR, Security, and Program Management teams.
- Provide executive-level reporting on contract portfolio status, procurement activities, and compliance matters.
Basic Requirements:
• Bachelor’s degree or higher in Business Administration, Supply Chain Management, Contract Management, Finance, or related field is preferred
• 15+ years of progressive experience in government contracts administration and procurement, supporting DoW and other FEDCIV programs.
• 10+ years of leadership or management experience.
• Extensive knowledge of FAR, DFARS, CPSR requirements, and federal procurement regulations.
• Experience managing both prime contracts and subcontracting activities.
• Demonstrated experience supporting DCAA and DCMA audits.
• Strong contract negotiation and supplier management skills.
• Excellent written, verbal, analytical, and organizational abilities.
Desired (but not required) Qualifications:
• Certified Federal Contracts Manager (CFCM).
• Certified Professional Contracts Manager (CPCM).
• Certified Professional in Supply Management (CPSM).
• Experience supporting classified programs and defense customers.
Security Clearance: Secret or above (must be a US Citizen)
